Rules & Regulations


Management

01. Participants shall be under the management of the Prince George & District Music Festival Executive. Any questions not dealt with in these rules shall be referred to the Festival Executive through the Secretary (in writing), and the decisions of the Executive shall be final and binding on all concerned.

02. The Festival Committee reserves the right to cancel any of the arrangements detailed in the Syllabus or Program as it deems necessary.

3. The Prince George and District Music Festival is not liable for any personal loss or injury incurred at any festival venue

Membership

04. Optional membership fees for the year July 1, 2007 to June 30, 2008 are $20. Benefits for members are as follows:

· Voting privileges at all general meetings.

· A copy of the syllabus and program will be held for members at Studio 2880 once they are available.

· Notification of all meeting dates including the AGM and of any changes to the festival through an annual fall newsletter.

· Members may request that the minutes of the meetings be emailed to them.

· Members may request a copy of the Constitution and Bylaws.

Eligibility

05. Competitions are for amateurs only. An amateur is one whose principal income is not derived from the performance of music.

06. In classes where the age limit is specified, the entry form must be signed by the teacher or parent. Accepted age for such classes shall be as of December 31, 2007.

07. Students must select one grade/level/age for entry, and then enter all solo classes at the same level. In the next year of entry, participants must proceed to the next level or higher, with the following exceptions:

3. Junior and Intermediate Vocal students may repeat grades as needed.

· Participants may enter the Beginner or Pre-Grade One Classes for as many years as desired

· Grade 9, 10, or 11/ARCT may enter for as many years as desired

08. If an examination is completed prior to January 1 of the year in which the festival is held, the student must enter the next higher level as a minimum.

Music

09. Pieces must be chosen from the syllabuses of the Royal Conservatory of Music, Conservatory Canada, or Western Board (exception for Western Board is Vocal) or the Suzuki Strings Books and entered at the appropriate level. Participants may not enter the same pieces(s) in successive years.

10. NEW: All selections and composers must be indicated on the original entry form. TBA will not be accepted. Exception: Choral and Orchestra. Any changes in selection of pieces will not be accepted after the entry deadline. Performance of pieces other than those stated on the entry form will result in disqualification from the competition. These performances will receive adjudication only.

11. It is strongly recommended that solo participants perform from memory.

12. Bar numbers at the beginning of each line must be indicated on the music.

13. Participants must bring to the performance an original copy of each piece of music for the adjudicator’s use; be certain you can obtain sufficient original copies for use by performers, accompanists, and the adjudicator. Order music well in advance.

14. Photocopied or handwritten music will not be passed to adjudicators and clinicians, unless it is accompanied by written permission from the copyright owner or publisher. The following information is based on the Canadian Copyright Act:

· Photocopying for page turns: This requires permission from the copyright owner or publisher (please note that the Frederick Harris Music Company has granted permission for festival participants to “use one photocopy of one page of their Frederick Harris Music Company original score, for the purpose of facilitating a page turn.”).

· Works in the public domain/long-dead composers: Copyright exists in both a musical composition and in the physical notation of a musical score. Therefore, the following rules apply:

· Composers who have been dead fifty years or more: you may copy scores by hand without written permission. Photocopying still requires written permission from the copyright owner or publisher.

· Living composers, or those who have been dead fewer than fifty years: Both photocopying and hand-copying require written permission from the copyright owner or publisher.

Accompanists

15. Participants must provide their own accompanists.

16. Student accompanists may request adjudication. Please indicate on the entry form if you would like to be adjudicated.

Entries

17. Final entry deadline is Friday, January 11, 2008. There is NO LATE ENTRY

18. Please fill out your entry forms carefully and completely. Incomplete entry forms will result in disqualification for available awards.

19. See specific disciplines for entry fees and time limits: entry fees include unlimited admission to Festival sessions and admission to the workshops for all participants.

20. Refunds will be given for medical reasons only; a certificate from a medical doctor must be provided. A percentage of your entry fee will be held back to cover administration costs.

21. There are two entry forms:

· Use one SOLO AND CHORAL ENTRY FORM to enter all your solo classes in one discipline. If you are entering in two disciplines, example: strings and piano use another SOLO AND CHORAL ENTRY FORM to enter all of your solo classes in that discipline.

· NEW: Please use the SOLO AND CHORAL ENTRY FORM to enter the Concerto Classes

· Use one ENSEMBLE ENTRY FORM to enter each ensemble class you will be performing in i.e. do not use 2 entry forms for one duet

22. To avoid double booking be sure to include a list of all classes you have entered, solo and ensemble, in all disciplines on the entry form.

23. Performance time must be stated on the entry form. Please give exact time in seconds only.

24. Participant’s date of birth must be stated on the entry form.

25. Enclose fee with the entry form. No entry will be considered unless accompanied by an entry fee. Use cheque or money order (no cash please).

26. Deliver Entry Form(s) to the Festival Entry Box at Studio 2880, or mail to the Prince George & District Music Festival, Box 1533, Prince George, BC, V2L 4V5. If you drop your entries off at Studio 2880 you must include a cheque with your forms. Studio 2880 cannot supply Debit Card or Visa service for the Festival.

Participants

28. Competitive: eligible for prizes

a. All classes are competitive with the following exceptions: Beginner classes, Pre-grade 1 classes, Suzuki String Levels 1-2 classes and all Own Choice classes

b. All competitors will receive a grade on their adjudication sheet from the adjudicator

· Distinction - 90+

· Honours - 86 – 89

· A+ - 84-85

· A - 80 – 83

· B - 79 and below

c. Participant must receive a grade of Honours or higher to qualify for a medal or be considered for an award

29. Non-Competitive: not eligible for prizes

a. Any class may be entered non-competitively. Please specify on your entry form if you wish to perform non-competitively.

b. Beginner classes, Pre-grade 1 Classes, Suzuki String Levels 1-2 classes and all Own Choice classes are non-competitive classes only

30. Beginner - non-competitive only; for participants studying at the beginning levels prior to the RCM Introductory level; classes will be organized by age levels (6 yrs and under; 7-8 yr olds; 9-10 year olds; 11 yrs and older). Participants may enter the Beginner Class for as many years as desired.

31. Pre-grade One – non-competitive only; for participants studying at the RCM Introductory level and those who will soon be entering grade one; classes will be organized by age groups (6 yrs and under; 7-8 yr olds; 9-10 year olds; 11 yrs and older). Participants may enter the Pre-grade One Class for as many years as desired.

32. Adult - competitive or non-competitive. Must be 19 and over, and must not be an open (see 30, below) or a professional performer. Fees and playing times will be the same as those for non-adult participants; i.e., they will correspond to grade levels.

33. Diploma – Any participant presently studying toward a degree in music at a recognized university, college or conservatory of music.

34. Open – Post-ARCT or post-Diploma levels. Participants may be of any age. Participants may enter this class in successive years as desired.

Classes

A. Single Piece Classes

· see specific discipline for list of choices and the rules regarding them

B. Concert Group Classes

a. Classical Concert Group

· 2 – 3 pieces in any style represented in the syllabi of the Royal Conservatory of Music, Conservatory Canada or Western Board or Suzuki String Levels – a variety of styles is expected.

b. Popular (Diverse Style) Concert Group

· 2 – 3 pieces in any of the following styles: TV, Movie Popular, Country, Ethnic, Gospel or Fiddle. Participants may stay within one style group or choose a variety of styles. Popular styles must not be mixed with classical styles.

c. Musical Theatre Concert Group

· Three pieces from a Broadway or movie musical. Must include one comedy, one ballad, and one of your own choice.

D. Student/Teacher Ensembles

· Enter as a duet etc., non-competitive only

E. Chamber Groups and Mixed Ensembles

· 2 – 6 performers in any combination of woodwind, brass, vocal, strings and piano

· Students must enter the class that corresponds with the age or grade level of the oldest or highest level participant.

· No two instrumental parts or voice parts in unison.

· Any member of an ensemble wishing to compete more than once in any one class must receive permission from the discipline director. See specific rules for Choral Ensembles (p.10) and Vocal Ensembles (p.7)

F. Orchestra / Community Groups / Family Groups

· Any combination of Woodwind, Brass, Percussion, Strings, Vocal and Piano

· No age or level restrictions

· Any student member of an ensemble wishing to compete more than once in any one class must receive permission from the discipline director.

· Family Groups may be any combination of voices and/or instruments, and may include two or more family members as well as members not belonging to the immediate family.

C. Ensemble Classes

· Including duos, duets, trios, quartets and concertos

· Use one entry form only for each ensemble performance

· Student ensembles must enter the class that corresponds with the age or grade level of the oldest or highest level participant

Performance and Conduct

34. No photographs, tape recordings or videos are allowed during performances or adjudications.

35. In the interest of fair competition, no festival performance area or piano may be used for rehearsal or warm-up purposes during the festival. Competitors who disregard this rule will be disqualified.

36. Absolute silence must prevail during each performance. In moving about the hall participants must do so quickly and must not move or talk during the performance or adjudications.

37. Participants who fail to appear for their classes forfeit their right to perform.

38. Questions during the classes must be addressed to the session supervisor, not the adjudicator. Competitors and teachers who disregard this rule will be disqualified.

39. Participants are encouraged to introduce themselves and announce the titles and composers of their pieces before performing. (However, participants who do not announce their pieces will not lose marks for this reason.)

Workshops

40. The Festival entry fee includes a workshop in the participant’s discipline for the participant and his/her music teacher(s). This workshop will be held at the conclusion of the discipline. Information and a sign-up sheet will be available at the supervisor’s desk during the sessions.

Protests, Complaints, Non-Compliance

41. Complaints and protests must be made to the Corresponding Secretary in writing within 10 days of festival closing, and must be accompanied by a protest fee of $25 (refundable if the protest is upheld).

42. The Protest Committee shall be composed of five members of the Festival Association appointed in advance of the Festival by the President, and its decision shall be final. This Committee shall ordinarily include the Session Supervisor, the Discipline Director, and three other members.

43. Participants not complying with the rules may be disqualified from competition.

Medals

44. Medals will be awarded for all “Honours” or higher SOLO performances (see No. 26). If no performers in a class reach the Honours standard, no medals will be given. Decisions are the sole prerogative of the adjudicator.

Awards

45. Ribbons are given to each member of choirs and large ensembles (5 perfromers or more)

46. To be considered for an award, participants must receive a minimum grade of “Honours” for 2 performed pieces in one discipline.

47. Receiving 2 medals does not mean that you will automatically be recommended by the adjudicatorfor an award

48. All of the money that is awarded is raised through the generosity of individuals and businesses in the community.

Gala Concert and Showcase Recital

49. The final concert, formerly known as the Honours Performance, will now be called the GALA CONCERT and will be held at 8:00 pm, Saturday, March 8, 2008 at Vanier Hall.

50. A group of festival participants selected from those recommended by Festival adjudicators will be asked to perform at the Gala Concert. Students receiving recommendation to perform in the Gala Concert may or may not receive awards just as students receiving awards may or may not be recommended to perform in the Gala Concert.

51. Gala Concert Performers will be required to attend a rehearsal on the morning of the Gala Concert, Saturday, March 8, 2008. Performers will receive their complimentary ticket at the rehearsal.

52. Award winners will be asked to attend the Gala Concert to receive their award(s). Award winners must check in 15 minutes prior to the concert to receive their complimentary ticket and to ensure they are on the program to be called to the stage to receive their award along with the other award winners.

53. PLEASE NOTE: Not all award winners perfrom at the Gala Concert

54. Participants who are asked to perform at the Festival Gala will be notified by a member of the Gala Concert Committee only, not by their teacher or a member of any other committee.

55. A group of junior festival participants will be selected by Festival adjudicators to perform at the Showcase Recital at 5:30pm, Saturday, March 8, 2008 at Vanier Hall.

Performing Arts BC

56. It is the responsibility of the Festival discipline directors, choir teachers and all teachers involving students in the festival to make themselves aware of the rules and regulations set down in the official syllabus of the Provincial Festival (PERFORMING ARTS BC). A printout of the rules and regulations is available from their website at: www.performingartsbc.ca

57. PLEASE NOTE: Participants recommended to PERFORMING ARTS BC in two disciplines may attend in ONE discipline only.

58. At the end of each discipline, the adjudicator may recommend participants to the Provincial Festival of the PERFORMING ARTS BC. Decisions are the sole prerogative of the adjudicators. For recommendation to the Provincial Festival of the PERFORMING ARTS BC, age and district of residence are factors. First priority will be given to participants who reside within the boundaries of School District #57. Second priority will be given to participants who reside outside of School District #57, but study music with a teacher who resides in Prince George. Third priority will be given to any other participants. Students receiving recommendation to the Provincial Festival of the PERFORMING ARTS BC may or may not receive awards just as students receiving awards may or may not be recommended to the Provincial Festival of the PERFORMING ARTS BC.

59. THE 2007 PERFORMING ARTS BC FESTIVAL will be held from May 25-29, 2008 in Burnaby, B.C.

Volunteers

60. Parent volunteer information must be stated on the entry form. During the weeks of the competition The Festival relies heavily on the generous donation of time by parents of the participants. Without the help from parent volunteers the Festival would be unable to run. We thank you in advance for selecting a date and time when you may be able to volunteer a few hours of your time to this important event in your child’s musical life.

61. All personnel at the venues are volunteers. Please show them your appreciation.
